These she sets out in terms of the context of reform\, common themes\, and perceived barriers to reform. The way forward\, she believes\, is to reject the mechanistic mindset that created many of the problems and to address the complexity that exists with the help of ‘a sophisticated\, high variety\, exploratory systemic approach’. Local government has thrown up a huge demand for new ways of thinking and acting. Systems thinking can provide a supply of different systems approaches which\, marshalled by critical systems thinking (CST)\, can meet that demand. It is just a matter of bringing supply and demand together and it is that purpose that the book hopes to fulfil.
